What is CVC? Why NBN speeds are improving in July 2026.
CVC — Connectivity Virtual Circuit — is the wholesale bandwidth your ISP buys from NBN Co to carry your traffic from the NBN network to the internet. When ISPs buy less CVC than their customers need during peak hours, speeds slow down. On 1 July 2026, NBN Co eliminates CVC charges entirely.

1. What CVC is and how it works
When your data travels from the internet to your home, it passes through two segments: the access network (the fibre, copper, or coaxial connection from your premises to an NBN node) and the backhaul path from the node to your ISP's systems. CVC is the capacity your ISP buys on that backhaul segment — think of it as the width of the highway between NBN Co and your ISP. Access line charges are fixed per customer; CVC is an additional per-Mbps charge that scales with how much bandwidth the ISP commits to carrying at peak.

2. How CVC congestion causes evening slowdowns
At 7 pm, millions of households stream video simultaneously. If an ISP has not bought enough CVC to carry all that traffic, packets queue and speeds drop. The result is a plan that delivers 95 Mbps at 10 am and 40 Mbps at 8 pm on the same connection. This is not a network fault — it is a deliberate provisioning decision. An ISP's published Typical Evening Speed reveals how well they manage their CVC: a well-provisioned ISP shows a Typical Evening Speed close to the plan maximum; a congested one shows a significant gap between the two.

3. What changes on 1 July 2026
NBN Co is eliminating CVC charges on 1 July 2026. From that date, ISPs pay a single flat access charge per customer and are not penalised for carrying more bandwidth during peak hours. The financial incentive to constrain evening speeds disappears. ISPs that have been underprovisioning CVC to control costs will no longer have a reason to do so — and ISPs that built good networks will no longer be at a cost disadvantage against those that cut corners on bandwidth.

4. What this means when choosing an ISP right now
Before July 2026, Typical Evening Speed is the most useful single figure for comparing ISPs — it reveals how much CVC each ISP has been willing to invest in. After July 2026, the distinctions will narrow as congestion incentives disappear, but ISPs with strong underlying infrastructure will still outperform those that relied on CVC underprovisioning to mask network shortcomings. Check the CIS for any plan you are considering and compare its Typical Evening Speed to the plan maximum before signing up.
